registration for expatriates
What is the cheapest country to register a car in Europe as an expatriate?
Andorra (MT plates) is the cheapest country to register your car in Europe - 4.5% VAT, zero penalty tax - but only for non-EU expatriates. Slovakia is suitable for EU residents seeking controlled costs. Germany is for those who want prestige and ease of resale.
Registration in Europe
Why does registration cost vary so much by country?
The actual cost of registration depends on three variables: VAT on purchase, administrative fees, and local taxes (environmental penalty, regional taxes). The “cheapest” country is not chosen from a catalog – it depends primarily on your residency profile. Autoglobal Advisory offers three destinations according to your situation.
VAT, processing fees, local taxes: the 3 items to compare
VAT is the primary lever. It ranges from 4.5% in Andorra to 23% in Slovakia – a difference that represents tens of thousands of euros on a prestige vehicle.
But VAT alone is not sufficient for comparison. You must also factor in:
- Customs duties if the vehicle comes from a non-EU country
- The European Certificate of Conformity (COC), mandatory for any registration in the EU
- The technical inspection, depending on the country and age of the vehicle
- The registration fees themselves (processing, plates, registration certificate)
- The tax clearance certificate, required in certain countries to prove that VAT has been paid
These items accumulate quickly. A vehicle purchased at €150,000 excluding VAT can cost €30,000 in VAT in France – compared to €6,750 in Andorra. Not to mention the CO₂ penalty, which can reach €80,000 in France and is zero in the three destinations we offer.
The residency requirement: the criterion that changes everything
Each country requires proof of local residence to register a vehicle. This is the main constraint for non-residents.
Andorra, via MT plates, and Slovakia offer solutions adapted to non-residents – with specific conditions to verify according to your profile. Germany, meanwhile, operates within a standard EU framework but offers specific advantages in the resale market.
European recognition, technical inspection, plate validity
Any registration completed in an EU country – or recognized by it – circulates freely in the Schengen area. Andorran MT plates are 100% legal and recognized throughout the EU.

Comparison
Comparison of the 4 countries offered by Auto Global Advisory
Four destinations, four different logics. The right choice depends on your tax residence, the value and characteristics of the vehicle, its actual use, your budget, and how often you travel within Europe.
| Country | Standard VAT at purchase | Ecological malus at registration | Procedures | Ideal profile |
|---|---|---|---|---|
| Andorra — MT plates | 4.5% | None | Remote, 3 to 5 days | Expatriate residing outside the EU |
| Luxembourg | 17% | No French malus; annual road tax based on CO₂ | Structure, vignette 705 and SNCA | EU resident, heavily taxed or high-value vehicle |
| Slovakia | 23% | No malus comparable to the French system | Remote, fast procedure | EU resident, controlled budget |
| Germany | 19% | No malus comparable to the French system | Standard procedure | EU resident, prestige and resale potential |
The VAT rates shown are the standard rates applicable notably to vehicles considered new for tax purposes. The actual treatment depends on the country of purchase, the status of the seller and buyer, the mileage, and the date of first registration. Road taxes, registration fees, or annual taxes specific to each country may also apply.
Andorra: the lowest taxation in Europe for non-EU expatriates
With an IGI rate of 4.5%, the absence of an ecological malus comparable to the French system, and no French regional taxes, Andorra offers the lowest acquisition taxation among the solutions studied.
On a vehicle invoiced at €150,000 excl. VAT, the gap between French VAT at 20% and Andorran IGI at 4.5% represents €23,250, even before taking into account the absence of the French CO₂ malus.
MT plates, or Matriculació Turística, are issued by the Andorran government. They are valid for one year and renewable. Auto Global Advisory allows for the entire file to be managed remotely, without a mandatory trip to Andorra.
Once the file is complete, the announced processing time is generally 3 to 5 working days.
This solution is reserved for individuals whose tax residence is located outside the European Union. It is therefore not suitable for a tax resident of France, Belgium, Germany, Spain, or another EU member state.
Main eligibility conditions:
tax residence outside the European Union;
vehicle less than six years old;
Euro 5 standard at minimum;
no right-hand drive vehicles;
usage and presence of the vehicle in Europe compatible with the MT regime.

Luxembourg: the structured solution for heavily taxed vehicles
Luxembourg constitutes a particularly interesting European alternative for the purchase and long-term ownership of a sports car, a prestige sedan, a powerful SUV, or multiple vehicles.
The standard Luxembourg VAT rate is 17%. The country does not apply an ecological malus at registration comparable to the French system. However, an annual road vehicle tax remains due; for modern passenger cars, the amount depends notably on CO₂ emissions.
Unlike a simple registration process, the proposed solution is generally based on a complete organization:
creation of a Luxembourg company or holding company;
opening a bank account;
obtaining a VAT number when necessary;
purchase and ownership of the vehicle by the structure;
tax and customs regularization;
obtaining vignette 705;
compiling the file for the SNCA;
setting up suitable insurance.
A legal entity with its registered office in Luxembourg can own and register a vehicle there, subject to presenting a compliant file.
The main advantages:
standard VAT of 17%;
absence of French ecological malus during Luxembourg registration;
legal and administrative framework within the European Union;
solution adapted to vehicles heavily taxed in certain countries;
possibility of organizing the ownership of several vehicles;
complete support, from the structure to registration.
For whom? The European resident considering a high-value vehicle, subject to significant taxation in their country, who wishes to set up a structured organization over several years.
This solution nevertheless requires real consistency between the company, the legal owner, the driver, the insurance, the country of residence, and the main place of use of the vehicle. A Luxembourg registration does not automatically neutralize obligations that may apply in the driver’s country of residence.

Slovakia: the economical solution for European Union residents
Slovakia is aimed at European residents looking above all for an accessible, fast, and structured solution within the European Union.
The standard Slovak VAT rate is now 23%. The country does not have an ecological malus at registration comparable to the French system, although registration fees and local obligations remain applicable.
Slovakia retains several concrete advantages:
setup cost generally lower than more premium solutions;
absence of an ecological malus comparable to the French system;
procedures that can be organized remotely;
relatively fast registration procedure;
possibility to choose a registration number according to availability and local rules;
access to a European market of new and used vehicles;
solution suitable for a private vehicle as well as a corporate fleet.
Its corporate taxation can also be competitive for small structures, depending on their income level. Since 2025, corporate tax rates vary notably between 10%, 21%, and 24% depending on the amount of taxable revenue; the old general rate of 15% should therefore no longer be used as a uniform argument.
For whom? The European Union resident — employee, freelancer, entrepreneur, or manager — looking for an economical alternative and wishing to control the cost of creating and operating their structure.
Slovakia is generally chosen for its balance of cost, speed, and simplicity, rather than for the prestige of its plates or the vehicle’s valuation at resale.
Germany: prestige and the leading European automotive market
Driving with a German registration means choosing the reference country of the European automotive industry.
For an EU resident who wants a recognized, prestigious registration closely associated with premium, sports, or collector vehicles, Germany maintains a unique positioning.
The main advantages:
prestige and excellent recognition of German registration;
standard VAT at 19%;
absence of an ecological malus at registration comparable to the French system;
access to a particularly vast automotive market;
high liquidity for premium and sports vehicles;
high resale potential;
dense network of dealers, tuners, and high-end specialists;
access to an automotive ecosystem recognized throughout Europe.
An annual German vehicle tax remains applicable. It depends notably on the engine type, displacement, and CO₂ emissions; the absence of a malus at purchase does not therefore mean a total absence of automotive taxation.
For whom? The European resident looking for a prestigious registration, privileged access to the German automotive market, and good resale prospects.
Germany is generally chosen less for maximum short-term savings than for the quality of its market, its image, and its ability to enhance the vehicle’s value upon resale.
Selection criteria
How to choose according to your profile?
Assess your situation: tax residency, frequency of stay, type of vehicle
Four criteria guide the choice:
Your tax residency – outside the EU or within the EU? This is the number one filter.
Your frequency of stay in Europe – a few weeks per year or several months?
The type of vehicle – prestige vehicle, family sedan, company vehicle?
Your objective – tax savings, ease of resale, image, or all three?
These criteria determine which destination is legally accessible and economically relevant for you.
Concrete scenarios
Non-EU expatriate (UAE, Singapore, UK…) → Andorran MT plates are the optimal solution. 4.5% VAT, no penalty, remote management.
EU resident seeking an economical solution → Slovakia offers the best cost/procedures ratio in the EU. No environmental tax, simplified remote procedure.
EU resident seeking prestige and ease of resale → Germany is the natural choice. Registration recognized throughout Europe, continent’s #1 resale market.
Cross-border resident or resident with a connection to Andorra → Standard registration in Andorra may be considered depending on your personal situation.
Pitfalls to avoid
“Turnkey” solutions without prior verification of your eligibility are the primary risk. A registration completed without valid proof of residence can be canceled – with serious tax and customs consequences.
Points of vigilance:
Verify the authenticity of documents (COC, tax clearance certificate) before any procedure
Do not underestimate customs taxes if the vehicle comes from a non-EU country. Our services allow you to save these fees.
Avoid arrangements of convenience: a fictitious address in a country where you do not reside exposes you to reassessments
